Merged Zamasu Was Already a Deranged and Evil God
Debut Arc: Goku Black Arc
Some characters on this list have simply attained the power of a God, but Zamasu was actually a God himself. Zamasu was originally a Kai from Universe 10 who eventually came to hate all mortal life, forcing him to concoct a sinister plan to erase the multiverse of all mortals by making himself virtually indestructible.
By recruiting a version of himself from a different timeline into Goku’s body, Zamasu became a threat to existence itself, and was made even more terrifying when both versions fused into Merged Zamasu, who even took on Vegito Blue. The strongest version of the character was introduced when Trunks destroyed his body, releasing his essence to infect the entire universe and timeline and requiring the unmatched power of Zeno to erase.

Moro Was a Legendary Evil From Universe 7
Debut Arc: Galactic Prisoner Patrol Arc
Considered one of the best villains in the entire Dragon Ball franchise, Moro was an ancient threat who was active in Universe 7 millions of years ago. Though not the first ‘energy absorber’ foe that the heroes have ever fought, Moro’s skill with this ability was by far the greatest in history, since he could effortlessly utilize it on a planetary scale.
Even during the course of the arc, Moro gained unmatched power by stripping entire planets of their life force. Eventually, he even absorbed the Angel Merus to become the first villain in the story to use Ultra Instinct, with which he fought Goku evenly. At the end of the arc, the overflowing power in him caused Moro to lose his mind and merge with the planet to become one of the most terrifying, grotesque, and powerful opponents the heroes had ever faced.

Cell Max Had the Power to End the Entire Planet
Debut Arc: Super Hero Arc
Cell finally made his long-awaited return to the franchise in the Super Hero arc, though in a form that no one expected. What this new version lacked in charm and charisma that made the original version such a beloved character, he made up for in unmatched strength and destructive output, as it required an Ultra Instinct-level transformation by Gohan to stop him.
Cell Max was a hulking brute who knew no reason or logic and was only truly interested in destroying anything in his path. Even Piccolo’s incredible new Orange form was eventually discarded by the enemy, and Gohan Beast was only able to put him down with his Special Beam Cannon because the remaining Z-Fighters were holding the monster in place.

Gas Held His Own Against 3 Powerful Fighters
Debut Arc: Granolah Arc
The Granolah Arc took many twists and turns, especially when focusing on the main villains of the story. Although Granolah was initially the antagonist that Vegeta and Goku had to face, the Heeters eventually emerged as the ultimate villains that the heroes had to defeat together.
Among them, Gas had reached the greatest heights of power that existed in the franchise, as he had made the same wish as Granolah to become the most powerful fighter in the entire Universe, making him a God-Level fighter. Even at the end of the arc, he simultaneously took on Ultra Instinct Goku, Ultra Ego Vegeta, and Granolah at once, proving his terrifying power.

Black Frieza Likely Exists as an Equal to the Gods
Debut Arc: Namek Saga
Frieza has always been one of the most iconic villains in the entire series, as well as one of the most powerful. This remains the biggest reason he has been brought back to the series multiple times over the years, most notably towards the start of Super, when he had awakened his Golden Frieza state, which matched Goku and Vegeta’s Super Saiyan Blue.
However, none could have anticipated his return to the franchise at the end of the Granolah Arc, where he sported a transformation so powerful that he was able to take out both Goku and Vegeta with a single punch, despite the Saiyans being in their ultimate forms. Most believe that Frieza is now the only mortal who has reached, or potentially surpassed, the level of the Destroyer Gods.
