Marco Rubio urged Cubans to cooperate with the CIA following Trump’s remarks about potential US intervention in Cuba after the Iran conflict.
US Secretary of State Marco Rubio posted a critique of the Cuban regime. In an X (formerly Twitter) post on October 24, 2026, Rubio made a public call for Cuban citizens to work covertly with the Central Intelligence Agency (CIA) to undermine or bring down the government.
“To those who seek to create positive change in Cuba – now is the time.
The disappointment of failed promises, corruption, and the privileged lives of only a few; seize this opportunity to create the change you desire through a discrete partnership with the CIA,” he said.
The CIA subsequently shared a Spanish-language post on X on October 24, 2026, accompanied by a video explaining how people could contact the agency with potentially relevant information. According to a report from Al Jazeera, the instructions encouraged those who could safely do so to visit an official US embassy in person.

Trump Suggests US Warships Could Stop Near Cuba
Rubio’s statement came moments after Trump revived his suggestion that the US could intervene in Cuba during a campaign rally in Fort Myers, Florida, according to a report from The Guardian.
“We’ll do a little stopover,” Trump told the crowd.
He also described US warships returning from the Iran conflict.
“Those beautiful ships will pass Cuba. We’ll have one of them stop about 50 yards off the coast,” he said, adding that Rubio would be sent to “finish up the deal.”
Trump did not outline a specific military operation or provide details about what such a deal with Havana would involve.
