One Piece is one of the few series where both old and new characters get the opportunity to shine. Eiichiro Oda has been steadily adding characters who remain important despite being past their prime. A lot of the time, he has kept these legends away from the story because he wanted to find the right moment to incorporate them into the present-day story.
A lot of these old-gen characters have likely accumulated high bounties, but they have not yet been shared with their parents. With that in mind, here are all the old era legends whose bounty remains unknown to this day.

Silvers Rayleigh
Silvers Rayleigh was the right-hand man of Gol D. Roger, the Pirate King. He was approached by Roger, who wanted to start a pirate crew. After a moment of hesitance, Rayleigh agreed and together, they formed what would be one of the greatest crews in the history of One Piece.
While Rayleigh might not have been as powerful as Roger, his strength was nothing to scoff at. In his heyday, Rayleigh fought many strong enemies, which earned him the moniker the Dark King, and as a result, he was feared throughout the world. Rayleigh’s fighting style relied on his swordsmanship and Haki. Even in old age his skills remain sharp, which is why he is still feared by Admirals and even the Yonko.

Davy D. Xebec
Davy D. Xebec is arguably the greatest pirate to ever sail the seas of One Piece. He was a descendant of the legendary Davey D. Jones. Like his ancestor, he wanted to become the ruler of the world. Xebec realized that accomplishing such a feat by himself would be nearly impossible, which is why he recruited several powerful characters to aid him.
When it came to his own strength, Xebec was an unbelievably strong individual who could fight and kill a Navy Admiral without any help. His sword attacks were said to be comparable to cannon strikes in terms of power. It is with these attacks that Xebec was able to destroy the massive gates of justice using nothing else but his sword strikes. Given what he achieved, his bounty would easily be over 4 billion berries, but Oda hasn’t revealed his bounty officially.

Kozuki Oden
Kozuki Oden was a legend who was loved throughout Wano. He traveled the seas with the Whitebeard Pirates as well as the Roger Pirates, two of the greatest crews in the world. During his time with them, he gained a lot of notoriety, and he came to be known as a strong fighter who could hold his own against anyone.
Oden used a special two-sword fighting style and combined it with his potent Haki to deal a ridiculous amount of damage. This combination enabled Oden to beat a young Kaido almost effortlessly. Considering Oden traveled with two legendary crews, it wouldn’t be surprising if his bounty was well over two billion berries.

Vista
Vista was the 5th Division Commander of the Whitebeard Pirates. He joined the crew before Whitebeard even became a Yonko, and he stayed by his captain’s side until the very end. Due to one reason or another, Vista hasn’t been afforded a proper opportunity to show off his skills. The only time he did get a chance to display his technique was during the Marineford arc, where he clashed against Dracule Mihawk. Surprisingly, Vista was able to hold off Mihawk just fine. It is also worth mentioning that Mihawk complimented Vista’s skills.

Unfortunately, Vista has not been seen since the conclusion of the Payback War, and it’s highly unlikely to change any time soon, so for now, fans will have to remain patient. When it comes to his bounty, it’s possible that he was valued at around 800 to 900 million berries.

Shiki
Golden Lion Shiki was a member of the infamous Rocks Pirates. He joined the crew as a youngster, and he continued to sail with them until the God Valley incident. Like most members of the crew, Shiki was ambitious, so he decided to form his own crew and continue the quest for glory.
While Shiki has not appeared in the current timeline, it is worth mentioning that he is likely alive. Oda probably didn’t want to use him in the current timeline, as it would make things more complicated. As a fighter, Shiki is among the very best. He possesses the Fuwa Fuwa no Mi, a Paramecia-type Devil Fruit that allows him to levitate himself and any inanimate objects. It is worth mentioning that Shiki, in his prime, was able to fight against Garp and Sengoku at the same time.

Shakuyaku
Shakuyaku is the former empress of Amazon Lily as well as the retired captain of the Kuja Pirates. In her prime, she was considered a very powerful pirate who could fight Roger and Rayleigh without any problems.
Since Shakuyaku did not have a Devil Fruit, she had to rely on Haki in fights. While fans have not seen her in action, it’s safe to say that her Haki is highly potent, as she comes from a clan that is renowned for using the said power efficiently.

Scopper Gaban
Like Rayleigh, Scopper Gaban served Gol D. Roger, and together they conquered the Grand Line. For the majority of the story, Gaban’s own strength was a mystery to One Piece fans, but the Elbaph arc changed that. Gaban showed off his incredible Haki and ridiculous physical abilities while fighting the Holy Knights, the group that consists of some of the most overpowered fighters in the series.
Gaban went up against Shepherd Sommers, who had successfully terrorized the majority of the Straw Hats, and yet he couldn’t do anything against Gaban. The legendary pirate would have even taken down Gunko if she hadn’t threatened to kill his son.
