A YouTuber known for reviewing luxury fragrances has been charged over an alleged return scam that saw perfume bottles replaced with modeling clay.
Philip Carter, 30, was arrested at his Chicago apartment on July 22 following an investigation by the Cook County Sheriff’s Office.
The Cook County State’s Attorney’s Office approved three counts of mail fraud against Carter. He was also charged with three misdemeanor counts of theft by deception.

The investigation began in March after Nordstrom reported suspicious returns to the Sheriff’s Police Organized Retail Crime Unit.
According to authorities, original fragrance bottles had been removed from their boxes and replaced with modeling clay. The packaging was then carefully resealed to make it look unopened.
Investigators dubbed the case “Operation Eau de Fraud” and accused Carter of ordering thousands of dollars in high-end fragrances before requesting returns.
Police claim he would remove the original bottles, replace them with clay or used containers, reseal the packages, and send them back for a refund.
An arrest report obtained by CBS Chicago detailed one order containing 39 fragrances worth $11,915.
Carter allegedly told Nordstrom that the products were intended as gifts, but nobody wanted them. He also claimed the packages were “in perfect condition and haven’t been opened.”
However, employees reportedly discovered tampered packaging, missing bottles, and boxes filled with clay.
Investigators said Carter later placed separate orders for eight fragrances worth $2,145 and another four valued at $3,085.
When police searched his apartment, they recovered 714 fragrances with an estimated retail value of $250,000. Officers also found resealed boxes ready to be shipped, modeling clay, a heat gun, glue, and other packaging materials.
Carter operates a YouTube channel focused on perfume and cologne reviews, where he previously showcased a collection of more than 1,000 fragrances.
County Sheriff’s Office In one video, Carter told viewers: “Become an official Patreon and you may be eligible to win yourself a free fragrance.” The sheriff’s office alleged that the fragrances offered to viewers had been stolen.
Carter is accused of defrauding Nordstrom of just under $15,000. Investigators are now trying to determine whether other retailers were also affected.
This is not the first major fraud case involving a content creator. In 2024, South Korean police arrested a YouTuber accused of masterminding a $232 million crypto scam.
A year earlier, a YouTuber was sentenced to nearly six years in prison after making $23 million through false music royalty claims.
