On November 3, Google published a blog post called “Designing responsible AI for learning.” Access to Gemini, Gemini Notebook, Gemini in Classroom and Google Search would stay off for K-12 student accounts until an administrator switched it on, wrote Chris Phillips, the company’s vice president and general manager of education.

As per The New York Times, Phillips told the paper that “Search and AI are deeply integrated,” so students in a district that bans AI “will not have access to search, and they’ll see a message from their school that indicates it’s not available.” Education Week confirmed there is no option for plain results without summaries.

Google’s New AI Rules for Schools Spark Backlash

Google had already made the choice harder. In August, it turned Gemini on by default inside Classroom for students of every age. On September 3, 2026, The Hill reported that New York City answered by banning student-facing generative AI through eighth grade, about 600,000 children. Los Angeles Unified imposed a one-year moratorium on its devices, according to The Los Angeles Times.

Criticism arrived within hours. The Mayor of New York City, Zohran Mamdani, wrote on X:

“Google is trying to use its monopoly power to force AI into our public schools. No corporation should have the power to dictate how we teach our children. Our public schools exist to serve students, not to grow the profit margins of Big Tech.”

According to CBS News, Lina Khan, who chaired the Federal Trade Commission from 2021 to 2025, added:

“As the public increasingly pushes back against the use of AI in schools, Google is making clear it will punish those who don’t fall in line.”

Google pushed back that afternoon. A post from its News from Google account said the changes “give schools more choice, not less,” since administrators can enable Gemini, Notebook, or Search one at a time. Spokesperson Davis Thompson told The Mercury News they are “separate controls.”

But Search comes back with AI Overviews and AI Mode attached, now tuned to walk students through problems instead of answering them. The new controls take effect in early 2027.
