The world of One Piece features some incredibly powerful duos, and some of them are so strong that they can even crush the Yonko. As One Piece heads deeper into the final saga, Oda, the creator of the series, is expanding upon these powerful duos with each passing arc.
New additions are being made to the story, such as Luffy and Loki in Elbaf. Clearly, some duos showcase phenomenal firepower such that they can demolish even an Emperor of the Sea.

Zoro and Sanji
Affiliation: Straw Hat Pirates
Zoro and Sanji are the wings of the Pirate King Luffy and definitely a very powerful duo in One Piece. Together, these two can crush the vast majority of the enemies they come up against.
In the Elbaf arc, Zoro and Sanji are tipped to fully master the Color of the Supreme King, making them top-tier pirates and elites standing in the same league as the Admirals and Yonko of the One Piece world. Putting together their strength, these two should be strong enough to crush a Yonko. If Law and Kid, who are weaker than Zoro and Sanji, were able to do so in the Wano Country arc, then with fully mastered Color of the Supreme King, Zoro and Sanji should be able to take this next step as well and crush a Yonko with confidence.

Loki and Ragnir
Affiliation: Elbaf
Loki and Ragnir were introduced as a duo to us in the flashback of the Elbaf arc. Loki was a solo fighter for the longest time, but 14 years ago he finally got his hands on the Ryu Ryu no Mi, Model: Nidhoggr. At the same time, Ragnir also accepted him and decided to partner with him from that day onwards.
Together, these two became a formidable duo that was so strong that even King Harald, after being controlled by Nerona Imu, could not stand against them. Loki and Ragnir are incredibly powerful, and together they were even able to hold their own against Nerona Imu, the King of the world. For any character to do something like that, they must be strong enough to crush the likes of the Yonko. These two can crush the likes of the average Yonko, such as Kaido. That said, they cannot beat all Yonko, as Shanks, one of the current Four Emperors, is canonically stronger.

Ryokugyu And Fujitora
Affiliation: Marines
Ryokugyu and Fujitora are two of the strongest Marine Admirals. They were elected during the timeskip with a World Military Draft, and both of them have a bounty of 3 billion berries on their heads, placed by the Cross Guild.
Ryokugyu and Fujitora are powerhouses, and each of them is capable of holding their own against a Yonko. When clubbed together, their strength is enough to surpass a Fleet Admiral, face a Yonko, and destroy them in battle. So far, these two have not fought against any Yonko, but in the future, this might come to pass, and we are waiting to see whether Oda will give us a battle of such scale or not.
3
Gaban And Rayleigh
Affiliation: Roger Pirates
In all of One Piece, Scopper Gaban and Silvers Rayleigh form one of the deadliest duos. These two were the former Wings of the Pirate King back in the era when the Roger Pirates were still sailing the seas. Gaban and Rayleigh were incredibly powerful, each being stronger than the current Yonko of the One Piece world. In fact, Rayleigh, in his prime, was confident that he would be able to defeat someone as strong as Blackbeard, who held two Devil Fruits at his disposal.

Meanwhile, Scopper Gaban, despite being old and injured, was strong enough to fight against Imu and land some deadly blows on him, as well as bypass his defenses with his overwhelming Supreme King Haki. Back in their primes, these two were absolute monsters far beyond the level of a Yonko, and if their strength was pooled together, they would be able to defeat just about any enemy standing in their path. Defeating the Yonko would be child’s play for these two together, especially given their incredible mastery over the Color of the Supreme King and all the other powers and all the other types of Haki.
2
Luffy and Loki
Affiliation: Elbaf
Luffy and Loki are a newly formed duo that we saw in the Elbaf arc. At first, these two were tipped to be enemies, but by the end of the arc, they have become good friends. Luffy and Loki joined their strength together to fight against Imu, the King of the World. Imu was incredibly strong and certainly greater than both of them individually, but with their strength together, these two have been able to fight back to a certain degree.
Given that Imu is far stronger than any Yonko, it is clear that Luffy and Loki together can crush just about any of the Four Emperors, including Shanks and Blackbeard as well. Their strength is incredible, especially when considering that both of them hold god abilities. Luffy is the Sun God Nika of the world, while Loki is the God of War of Elbaf. Together, these two can bring down the entire world of One Piece.
1
Roger And Garp
Affiliation: N/A
Among the strongest duos to exist in the One Piece world is the duo of Roger and Garp. This duo is made up of two archenemies who have, on various occasions, almost killed each other. Roger and Garp have fought many battles, but at the same time, they have also fought together.
On the Island of God Valley 38 years ago, Roger and Garp teamed up in an attempt to take down Domi Reversed Rocks D. Xebec. Domi Reversi buffed up Rocks tremendously and made him so strong that, individually, neither Garp nor Roger could beat him. To that end, these two had to join together their strength and try to crush him together.
At the end of the battle, Roger and Garp brought out their critical mass of Haki and struck Rocks with it. This proved to be strong enough to break through his defenses and land the final blow on him, canceling Domi Reversi for good and defeating him in combat. For Roger and Garp to be able to defeat Rocks means that they could crush almost any enemy, possibly even Imu himself. To this day, this is the strongest duo we have seen in One Piece. It’s unknown if Roger and Garp ever teamed up again after the events of the God Valley Incident, but we would have loved to see them team up in their primes. After all, in God Valley, these two were still far from their primes and only went on to reach their peak powers about ten years after it.
