The dream of creating The North Carolina Leadership Academy began with a discussion among ex‐Oak Ridge Military Academy parents, alumni, and staff about the strengths that a college preparatory experience with a strong leadership development component provided students in real world situations. It included discussions of the advantages of high expectations for students both morally and ethically combined with daily opportunities to practice and grow their leadership skills under the supervision of caring adults.

The participants in this discussion shared many personal experiences of the strengths that such an experience gave them or their children. That led to a discussion of how unfortunate it was that the cost of such an education was out of reach for so very many students and the statement that it SHOULD be available to all students, not just those whose parents had money for private schooling.

In that conversation, Colonel Frederick J. Kennedy suggested that charter schools, which were public schools that could have specific missions, would allow them to serve all interested students without charging tuition. At that point, Mr. Sam “Chip” Cook, one of the founding board members, contacted Mrs. Dottie Heath at The Office of Charter Schools.

Mrs. Heath had served as Academic Dean at Oak Ridge Military Academy from 1990 through 1996 and had two boys graduate from ORMA, and at that time was currently working in The Office of Charter Schools. Mr. Cook asked if she would be willing to talk to some interested parties about what charter schools are, how they are created, and the financial accountability that would go with being granted a charter. This was in 2010.

At RTHS, any child who is qualified under the laws of the state for admission to a public school is qualified for admission to a charter school. In order to apply to a charter school, a parent or guardian must be physically living – “domiciled” – in the state of North Carolina at the time of enrollment.

Non-domiciled families must wait until having moved to NC to apply to the school. Notwithstanding any law to the contrary, RTHS may refuse admission to any student who has been expelled or suspended from a public school under G. S. 115C-391 until the period of suspension or expulsion has expired.

The Full-Time Performing and Visual Arts Academy
The Weaver Academy for Performing and Visual Arts (PVA) is one of two performing and visual arts option high schools in Guilford County. The full-time school opened the fall of 2003 to rising 9th and 10th graders and graduated its first senior class in 2006. Students in the full-time high school apply, audition, and interview for selected spots in one of eight PVA tracks that include dance, drama, guitar, music production, piano, strings, visual arts, and vocal music. Currently, Weaver houses all four grade levels with a full time population of approximately 300 students.

Students attending Weaver Academy for Performing and Visual Arts follow the North Carolina course of study graduation requirements for a college university prep diploma in a sequenced pattern beginning with the ninth grade. The PVA Students are involved in a rigorous curriculum comprised of Honors and Advanced Placement courses designed to prepare them for higher education opportunities. In addition, students follow a specified course of study in their performing and visual arts area of concentration that will prepare them for collegiate and/or professional development. GCS students in grades 9-12 may attend Weaver for a portion of the school day to take Advanced Technology and career technical courses. These classes lead to career options and apprenticeships. Registration is available through the 15 traditional Guilford County high school counseling offices.

Over 700 students are currently enrolled in Career and Technical Education (CTE) courses at Weaver on a part-time basis.
