One Piece Confirms New Legendary Pirate Stronger Than Rocks D. Xebec


One Piece chapter 1190 was officially released on August 9, 2026, in Shueisha’s Weekly Shonen Jump Double Issue #37-38. In this chapter, Eiichiro Oda showcased a legendary pirate from the previous generation before the beginning of the Great Pirate Era, surpassing legendary individuals like Rocks D. Xebec.

This person is none other than Scopper Gaban, the left arm of the Pirate King and the man famed as the Mountain Eater. While most fans knew that Gaban possessed tremendous strength, One Piece chapter 1190 showcased his might despite facing several nerfs against the King of the World, Nerona Imu. To the surprise of many, Gaban performed far better than the likes of Rocks, Loki, and Monkey D. Luffy, which pushes him further up the hierarchy and makes him a legendary pirate stronger than the cast majority seen so far.

When Rocks was first introduced in One Piece Chapter 957 titled “Ultimate,” which was released on September 30, 2019, it was made clear that his threat was such that the World Government decided to cover it up entirely. Rocks directly challenged Imu because he wanted to be King of the World, and on God Valley, 38 years ago, Roger and Garp had to pool together their strength to beat him. Back then, it felt like an individual strong enough to see Roger and Garp team up must have been an unbeatable monster.

However, in the Loki flashback, more context finally gave us an idea of how strong Rocks truly was. One Piece Chapter 1155 showcased that Rocks was strong enough to defeat and kill a Navy Admiral without much difficulty. This is something that only the elites of the One Piece world can pull off. However, on God Valley, specifically in One Piece Chapter 1164, Rocks D. Xebec faced a crushing defeat at the hands of Nerona Imu, who had taken over the body of Saint Saturn.

What’s more shocking is that this version of Imu was far weaker than the version that currently exists in Elbaf and appeared in One Piece Chapter 1179, on April 5, 2026, in Shueisha’s Weekly Shonen Jump Issue #19. Scopper Gaban directly confirmed this in One Piece Chapter 1180, when he stated that he had not felt a Haki like that of the real Imu even in God Valley, directly confirming that the current nerfed Imu is significantly stronger than the version shown on God Valley.

As seen in One Piece Chapter 1164 on November 3, 2025, Rocks was barely able to graze Imu on God Valley. After just attempting to slice two of his legs, he was stabbed by the King of the World, and then Domi Reversed. All his immense strength could not save him from Imu, and he faced a humiliating and crushing defeat, eventually being taken care of by Roger and Garp together and sent to the bottom of the ocean.

It must be kept in mind that this version of Imu was significantly stronger than the one Rocks fought, yet Gaban was not only able to hold his own against Imu in battle but also land a grievous wound on him. In the end, Gaban ended up losing the fight against Imu, but he performed significantly better than Rocks did and far surpasses any other old character that is currently alive, including Silvers Rayleigh and Monkey D. Garp.

Why Gaban Ranks Over Rocks In Overall Power

One of the biggest reasons why Rocks D. Xebec is often overhyped is because it is stated that he took the combined effort of Roger and Garp to take him down on God Valley 38 years ago. As showcased in the Loki flashback, there is more context behind this. For one, Rocks was significantly buffed up at this point by Nerona Imu’s Domi Reversi. He was granted an unparalleled strength boost, infinite regeneration, and an immortal, undying body. This buff made Rocks significantly stronger and upgraded his Supreme King Haki to a completely new level.

This is further coupled with the fact that both Roger and Garp were far weaker than their prime states. Despite that, both of them managed to defeat Rocks by overwhelming him with their strongest attacks, namely God of Fire: Ace and Infinitum Explosion, as was officially showcased in One Piece Chapter 1165 on November 10, 2025. As such, the highest Haki output of Rocks and Garp before even hitting their primes was enough to take down a Domi Reversed Rocks.

It was also directly confirmed in One Piece Chapter by Eiichiro Oda that all the pirates who left God Valley went on to gain further strength and establish dominance over the next two decades. This means that Roger reached his prime around 28-30 years ago in the world of One Piece. Similarly, with Roger, his Wings also grew in strength. One Piece Chapter 1139 confirms both Rayleigh and Scopper Gaban to be on the same level as Roger himself. In other words, both Gaban and Rayleigh also surpassed Rocks D. Xebec in terms of overall power, and One Piece Chapter 1190 is proof of that.

In One Piece Chapter 1190, Eiichiro Oda gave us a glimpse of old Scopper Gaban. His performance against Imu was incredibly impressive, but it only makes us wonder as to how strong he truly was in his prime. Unfortunately, we have never seen Gaban fight in his prime, but if there’s one thing that this chapter clarifies, it is that Prime Gaban was on the same level as the Pirate King himself. One Piece Chapter 1139 directly alluded to that by stating that the Roger Pirates had three monsters who stood shoulder to shoulder with each other.

The new chapter confirms that among all the top tiers of the One Piece World, Roger, Rayleigh, Whitebeard, and Garp stood far above anyone else. Taking all things into consideration, Prime Gaban should be on the same level as the elites of the One Piece world and a cut above the likes of Rocks D. Xebec.
